Closing Event of ‘TOT for the Officials of Public Institutions’ on 32 Jestha, 2080 by CHRM: Completes 12 Training Programs in 2079/80

The Closing Event of a 15 day - Training of Trainers (TOT) for the Officials of Public Institutions was held on 32 Jestha, 2080 (15 June, 2023) at Khaptad Hall of Diksha Sadan of NASC. This was the 12th training program successfully conducted by the Centre for Human Resource Management (CHRM) in the fiscal year 2079/80. In this closing event, Dr. Rajan Khanal – Executive Director, Nepal Administrative Staff College (NASC); Mr. Binod Kumar Bista – Departmental Head of Management Learning Group (MLG); and Mr. Uttam Acharya – Centre Chief of CHRM were the dignitaries present. Mr. Nabin Chapagain and Mr. Anup Bhurtel were present as the coordinators of the training and the event was anchored by Mr. Anup Bhurtel. This 15-day program was a regular program of NASC in which there were 20 participants with four participants from NASC. Among the 20 participants, 16 were male and 4 were female. 
In the program, Mr. Bhurtel commenced by addressing the dignitaries and the participants. He further acknowledged the contributions, dedication and learning attitude of the participants and congratulated them for successfully completing the training. He then invited Mr. Bhim Raj Upreti to share his experiences of the training on behalf of the participants. Mr. Upreti highly appreciated the training modality, the commitment and teamwork of the coordinators including the Office helper. He also expressed the commitment of the participants to apply the learning back at their workplace. Sincerely thanking NASC for providing such wonderful opportunities, he asked everyone to give a big round of applause to the participants and ended his speech. 
Mr. Bhurtel, thanking Mr. Upreti for their commitment to apply the learning, invited Mr. Binod Kumar Bista to give his closing remarks. Mr. Bista began by congratulating the participants for successfully completing the training. He reflected on how this training has been able to retest and not only test in the cycle of Test-Retest-Confirm. He added that now only confirming is required as the output of this training. He shared that since NASC cannot reach all the places, NASC is providing such training and capacitating them. Hence, now onwards they are the brand ambassadors of NASC. He also acknowledged the learning attitude of the participants and that this attitude had led the team to work with more energy. He also thanked the team of CHRM on behalf of Managing Learning Group and ended his speech. 
Mr. Bhurtel thanked Mr. Bista for his valuable remarks and requested Dr. Rajan Khanal to distribute the certificates and provide his closing remarks. Dr. Khanal, after distributing certificates to the participants, began his speech by congratulating the participants on behalf of NASC and at a personal level. He stated that NASC's key Objective to build the capacity of the public service providers and informed that this TOT is the is the longest training NASC provides among all TOT programs to highlight the value of the training to become a complete trainer. He shared about the book 'the art of Rhetoric' while explaining about art of persuasion. He shared a challenge that we do know when to keep quiet and when to speak, as well as the way to persuade others and explain the context as it is. In this way, he connected that there is a strong role of TOT to be able impart knowledge and skills. He focused on use of knowledge to gain the skills. He also talked about the power drama in which the viewers feel emotional along with the actors. He related that TOT is used to make the participants convinced. He added three things that a training centre should consider: ethos, legos and pathos explaining the meanings that they carry. With various dimensions that the TOT has covered, he truly expected that it will bring positive changes in their career and with good wishes and remarks, he announced the completion of the training program.
