Graduation Ceremony for the non-administration group of 40th BAT

The Graduation Ceremony for the non-administration group comprising the Revenue, Parliamentary Service, Nepal Administrative Service/Account, and Audit Service of the ongoing 40th Basic Administration Training  was organized on 30 Chaitra, 2082. The program was chaired by Mr. Ram Sharan Pudasaini, Executive Director, Nepal Administrative Staff College (NASC).

The program commenced with the National Anthem, followed by the screening of a documentary capturing the journey and highlights of BAT 40.

Ms. Pabitra Rana (Koshi Group) expressed her sincere gratitude to NASC, reflecting warmly on the enriching experiences and lasting memories she will carry forward from the training. Mr. Bishnu Prasad Paudel (Janaki Group) shared similar feelings, noting that the closing ceremony is not merely a formal conclusion but the beginning of a meaningful journey of service to the nation. Both participants spoke with conviction about the deep sense of responsibility the training has instilled in them, particularly in the context of the country's evolving political landscape.

The Shared Value Commitment was read aloud by Ms. Tara Limbu Ijam (Mechi Group) and Mr. Uddhab Timalsina (Khaptad Group), with all participants joining in together. The commitment document was then formally handed over to the distinguished guests.

Mr. Trilochan Pokharel, Head of Department, PSTD, congratulated the graduating officers and shared NASC's expectations of them as they take on their responsibilities as Section Officers. Referencing the well-known words of Descartes, "I think, therefore I am," he noted that the Shared Value Commitment reflects a deeper sense of purpose than many formal government pledges. Drawing from a recent parliamentary conference, he emphasized that the unhealthy nexus between politicians and bureaucrats can only be broken when each fulfills their duties with integrity and without partisan bias. He concluded by thanking the participants and the CIT Secretariat for the successful completion of BAT.

Mr. Suraj Kumar Dura, Secretary, Federal Parliament, urged the participants to keep learning and to carry forward a spirit of humility and respect throughout their professional lives.

Mr. Lekhnath Neupane, representing the Ministry of Federal Affairs and General Administration, congratulated the graduating officers and encouraged them to remain committed to nation-building through cooperation and collaboration, assuring them that a fulfilling career lies ahead.

Mr. Mahesh Baral, Training Head at the Public Finance Management Training Center, congratulated the participants and acknowledged the commendable progress NASC has made over the years in strengthening public sector capacity.

Mr. Than Prasad Pangyani, Joint Secretary, Ministry of Finance, expressed his confidence that the knowledge and values gained through the training will guide the participants well throughout their careers. He urged them to take seriously their responsibility to restore public trust and uphold the integrity of Nepal's civil service.

Mr. Ram Sharan Pudasaini, Executive Director of NASC, congratulated the trainee officers on successfully completing the training and personally distributed certificates to the graduating participants. He noted that the Shared Value Commitment, recited collectively by the participants, captures in its entirety what the public expects from those in service. He also shared that NASC is on the path to becoming a School of Government, where the focus will shift beyond routine training towards meaningful policy reform and policy analysis, marking an important new direction for public administration in Nepal.
