The Training on "Orientation on Management and Development for newly appointed class II Officers of the Government of Nepal (2078/09/12 - 2078/09/16)" has been commenced at Prithvi Hall, NASC on Monday, December 27, 2021. Secretary of Ministry of Federal Affairs and General Administration (MOFAGA), Mr. Suresh Adhikari was the Chief Guest of the 5-days orientation program. Executive Director, Dr. Rajan Khanal and Senior Director of Studies/ Department Head of Public Service Training Department (PSTD), Mr. Tulasi Sharan Sigdel were the dignitaries on the dais. Director of Studies /Centre head of Centre for Induction Training, Mr. Trilochan Poudyal welcomed Secretary of MOFAGA and all the participants of the program and provided the context of the program. He then started the program by singing the national song, followed by the introduction of the trainees. The department head of PSTD, Mr. Sigdel congratulated the participants and expected them to be prepare for new role to contribute the nation. He shared that the participants has a well combination of qualification and experience which will lead towards higher performance to deliver service to citizens. He further informed that the gap in the training has been identified and reflected in this training program by interviewing the former trainees of orientation program for Class II and I officers of GoN. He then did a course briefing, including the three modules i.e. leadership in Action, Public Policy and Governance and Development. After that, Secretary of MOFAGA, Mr. Adhikari explained that NASC is an academic institution where there will be sharing of knowledge, skill, experience, techniques, best practices and subject matter issues. He requested participants to understand the subject, involve and participate in discussion as the training will enrich and capacitate them. He then expressed that the trainees has good qualification but what matters is whether one translates from Q (Qualifications) to Q (Quality) by reflecting quality in service delivery, cabinet proposal writing, report writing, grievance handling, public policy, development results and other areas of work. He mentioned that integrity is not only out corruption control but it covers the wider area of public response and public relation, politics and administration, selection of development projects. He then expressed that the officer with professional capacity and integrity is the need of today. He also requested NASC to add the topic like political administrative relationship in the training course. He added that the role of class II Officers in making reforms in maintaining political administrative relationship, public procurement system, risk management/managing fiduciary risk and service delivery. Finally, he wished trainees to complete training program properly.
Finally, ED of NASC Dr. Khanal presented closing remarks where he mentioned that NASC has been conducting survey from former trainee participants for revising the training course. He reflected the role of class II Officers in governance and service delivery. He stated that the trainees who will be posted in ministries are expected to conduct the policy analysis, policy drafting, policy recommendation and policy implementation. He also mentioned that the tacit and explicit knowledge held by participants along with the training delivery of NASC will help them to take decisions easily. He further elaborated that this training will further enhance knowledge, skill and behavior. He remembered Socrates sayings of "asking questions will clarify you" and urged participants to ask questions during the training sessions and take an active participation. Finally, he extended sincere thanks to Secretary, Mr. Adhikari including participants and everyone present and announced the closing of the opening ceremony of orientation program.
