In response to the rapidly changing VUCA (Volatility, Uncertainty, Complexity, Ambiguity) environment in the telecommunications sector, NASC was entrusted by the Nepal Telecommunications Authority (NTA) to provide technical assistance in developing its strategic plan. As the sole regulatory body under the Telecommunications Act, 1997, NTA plays a pivotal role in regulating competition, safeguarding consumer rights, and ensuring quality, affordable telecommunication services across Nepal. Given the sector’s dynamic challenges, ranging from technological disruption to digital inclusion, formulating a long-term strategic plan was essential.
NASC facilitated a participatory process, drawing on principles of strategic management, organizational development, and learning organization to guide NTA through its strategy formulation journey. The assignment included orientation and capacity building workshops, diagnostic analysis of strategic issues, and facilitation in crafting vision, mission, and core values.
The major objectives of this technical assistance were to:
1. Orient and sensitize NTA management and staff on the strategic planning process.
2. Facilitate the identification and analysis of strategic issues, vision, mission, and values.
3. Provide technical support in drafting and finalizing the strategic plan.
4. Assist NTA in devising a strategic action plan for effective implementation.
