Advanced Course on Management and Development (ACMD)

Role of public management is instrumental for ensuring good governance and achieving development goals of the nation. Public service is a crucial vehicle for implementing transformation efforts led by the government using new approaches and techniques of public management. The role of public officials, thus, lies in recognizing and further expanding their role in the changed context to produce deliverables with available resources.
Following the promulgation of the federalist constitution in 2015, the common goal is to institutionalize the transformation and deliver the state commitments. Strengthening federal system while promoting constitutional spirits is major responsibility of political agencies as well as bureaucracy.
The experience gained in the new course of federal system is encouraging as foundations of political and administrative practices are gaining maturity with learning by doing approach. The federal units are expected to deliver public aspirations of sustained peace, development, good governance and prosperity. This is possible with ethical, competent and efficient public officials in managing resources, relationships and results effectively. The midlevel executives of public organizations have dual roles- a) providing technical inputs in the policy proposals and b) implementing the policy decisions. They are instrumental in ensuring effective and efficient service delivery. Hence, building the capacity of mid-level executives consolidates the strength for bringing efficiency to public sector management.
In this backdrop, the Advanced Course on Management and Development has been designed as the core competency course that aims to amplify the professionalism of mid-level executives. Detailed learning needs assessment was conducted to develop a competency framework by adopting widely accepted methodologies including individual questionnaires, supervisory assessment, expert opinions and workshops at different levels. Similarly, practices of similar course providing institutions in Asia and other parts of the world were carefully reviewed and observed while designing this course. This course has been peer reviewed by experts engaged in public sector capacity building. Based on the principle of adaptive dynamism, we make a continuous update in the course for addressing the contextual demands.
The Course incorporates both perspective building as well as skill developing contents with practical and innovative learning components.

COMPETENCY FRAMEWORK
Competencies are individual characteristics which include knowledge, skills, attitude, self-image, personality-traits, mindsets, feelings, and ways of thinking. Competencies help the officers to perform their roles appropriately and achieve expected results. The Course is designed on the premise of the competency framework mentioned below. These are the core competencies that mid-level executives require to lead with purpose irrespective of their organization and responsibilities.

Building Integrity 
It is an ability of a person to demonstrate and promote ethical standards in personal and professional life. It is derived as foundational competency for the mid-level executives. 
Managing Relationship 
This denotes an ability to analyse and foster individual and institutional relationship for creating performing environment. This is relational competency of a person and is regarded as instrumental for assuming leadership role and managing stakeholders.
Managing Resources 
The competency is derived as an ability to manage human, financial and other resources effectively and efficiently to ensure ‘value for money’ and achieve organisational goals. This is an essence of managerial and leadership role associated with results. 
Leading with Purpose 
It is an ability to demonstrate value-based leadership roles for delivering public commitments. Augmented with all other competencies, this dimension of competency incorporates individual drive and strive to lead for making difference as a performing leader. 
OVERALL AIM 
The course aims to develop a performing leader who demonstrates leadership role by maintaining and fostering integrity in personal and professional life; and by managing resource and relationships effectively to achieve organisational goals.

LEARNING METHODS/ ACTIVITIES AND TOOLS

The programme is based on social learning approach including interactive presentation, case-based learning, role play, simulation exercises, self-assessment, management games, storytelling, yog/meditation, among others. In order to promote the team learning, favourable environment will be created where the participants benefit from the peer experiences and knowledge.

DELIVERY SCHEMA

The Course will follow systematic processes and align learning activities accordingly to achieve learning outcome as envisioned in the Competency Framework.

MODULE I: PERSONAL EFFICACY AND LEADERSHIP (PEL) 8 days

This module aims to enhance personal efficacy and leadership excellence through practical skills in self-management, integrity building, engaging people and strategic thinking.

MODULE II: GOVERNANCE AND DEVELOPMENT MANAGEMENT (GDM) 10 Days

This module aims to enhance ability of participants to analyse context of public governance and development management and enhance key skills to promote result orientation and create implementation environment for ensuring development results.

MODULE III: PUBLIC SERVICE INNOVATION (PSI) 5 Days

This module aims to develop ability of participants to analyse service provisions in public organisations, changing needs of innovations and apply design thinking approach in service improvements/innovation.

MODULE IV: KNOW YOUR ECONOMY (KYE)- 2 Days

As the mid-level executives of the public organisations, the participants must have wider understanding of national economy, its dimensions and dynamics, interdependence with regional and global economic forces and impact in the overall development, governance and prosperity of the nation.

This learning activity has been designed where participants will engage themselves in preparing an evidence-informed analytical paper in a team. They will organize a participant-led seminar to present their papers. It will help them broaden their learning horizon on different facets of national economy and enhance professional communication skills.
