The Provincial Research and Training Academy (PRTA) is a provincial-level autonomous institution established to develop and enhance the capacity of public organizations, employees and the elected representatives at the provincial and local levels of Koshi Province. In order to fulfill this mandate, PRTA has been entrusted to design and deliver various capacity development programs through training and research interventions, contributing to effective public service delivery. To assume this valuable role, PRTA needs to build its institutional capacity to serve as an efficient capacity development service provider of Koshi Province.
Internalizing this fact, PRTA requested NASC to undertake three consulting assignments that includes conducting five days Training of Trainers (ToT) program, developing induction and in-service training curriculum for 7th and 9th level officers of Koshi Province respectively and formulating a business plan of PRTA to pave integrated avenues in its journey towards capacity building. In this connection, NASC provided an integrated consulting service comprising of two curriculums, one business plan and Training of Trainers (ToT).
The five-days ToT program emphasized over the process and methodological rigor to effectively deliver training contents. This program was successful in developing a pool of professional trainers. Moreover, 15-day long induction training curriculum for 7th level officers and 30 days long in-service training curriculum for 9th level officers served as the foundation and a milestone to deliver need based, customized and tailored training courses to enhance the required professional competencies, and instill in them with the professional values and ethos of public servants in the federal context.
In addition to this, the business plan for PRTA outlined a strategic roadmap to address the critical need for ongoing professional development within the organization. Focusing on collaborative efforts, HR restructuring, market expansion, and financial stability, this plan aimed to enhance PRTA’s performance across all key result areas. Implementation of the proposed business plan enables PRTA to navigate the complexities of federalism and adapt effectively to emerging challenges and opportunities. The business plan is further expected to equip PRTA with the specific directions to make significant strides at both the organizational and provincial levels, ensuring long- term success, growth and sustain its journey towards excellence over the time in the competitive business landscape
