In response to the evolving industrial and economic landscape of Nepal, NASC has undertaken the Organization and Management Survey of Industrial Zone Management Limited (IZML). Established under the Company Act 2021, IZML is mandated to oversee and manage Nepal’s industrial zones, ensuring efficient infrastructure, service delivery, and facilitation for industries operating within these zones. With growing demands of industrial competitiveness, globalization, and inclusive economic growth, the need for an updated organizational structure and management system has become imperative.
NASC was commissioned to undertake this study to review IZML’s existing organizational framework,
human resource capacity, and management practices, and to propose reforms suited to a dynamic
business environment. The assignment is being implemented in phases and continues to support IZML in strengthening its institutional framework to effectively achieve its strategic objectives and improve service delivery to industries. The survey has been using a comprehensive methodology that combines organizational analysis, document reviews, stakeholder consultations, including with IZML leadership, employees, and trade unions, and comparative assessments of similar institutions in other contexts.
The major objectives of this assignment are to:
1. Review and analyze the existing organizational structure, management systems, and human resources of IZML.
2. Identify gaps and misalignments between IZML’s mandates, workload, and existing capacity.
3. Recommend an improved organizational and human resource framework aligned with contemporary needs.
