Overview
The success of Nepal’s federal governance depends on how effectively provincial governments assume their roles and responsibilities, impacting development and public service delivery. The effectiveness and quality of service delivery from Provincial and Local Governments (PLGs) largely depend on the capacity and attitudes/behaviors of the human resources working there. Systematic and scientifically designed induction training can address competency gaps and enhance officials’ understanding of federalism, governance, rules, regulations, and functions. Recognizing this need, the Karnali Province Training Academy (KPTA) has identified the necessity to redesign its existing course to cover the functional requirements and competencies needed by newly appointed officials for citizen-centric service delivery. To fulfill this gap, the United Nations Development Program (UNDP) and the European Union Support to Inclusive Federalism (EUSIF) have entrusted NASC to develop a 15-day induction training curriculum and manual for assistant-level staff (4th/5th Level) of PLGs in Karnali Province with the aim to develop a comprehensive induction course to orient and socialize newly appointed assistant-level staff with the core values, functions, and practices of civil servants. In this backdrop, NASC developed the induction training course as well as its training manual and submitted the report to the UNDP/EUSIF.
The specific objectives of the assignment were:
• Conduct a training/learning needs assessment focused on the required knowledge, skills, and attitudes for newly appointed assistant-level officials in Karnali Province to deliver quality services to citizens.
• Propose and recommend a comprehensive induction training curriculum in Nepali and English for 4th and 5th level assistant officials in Karnali Province.
• Develop an innovative, user-friendly training manual for instructors to utilize when conducting induction training for provincial and local government personnel
