The Nepal Administrative Staff College (NASC) organized Monitoring and Evaluation Leadership Workshop on 22 Asoj 2083. The main objective of the workshop is to strengthen the capacity of government officials to lead and use M&E as a strategic function for improving public sector performance and development results. The program has the participation of officials from federal and provincial institutions whose responsibilities include policy formulation, strategic planning, programme and project management and monitoring and evaluation.
The programme featured presentations by Mr. Gokul Khadka of the National Planning Commission on the Commission’s role in monitoring and evaluation, including the Monitoring and Evaluation Act and evaluation practices and Mr. Narayan Prasad Duwadi, Secretary at the Office of the Prime Minister and Council of Ministers, on the role of M&E in development management. Mr. Tulasi Sharan Sigdel, Senior Director of Studies at NASC, also shared remarks on the importance of strengthening monitoring and evaluation practices.
The workshop further featured a presentation by Ms. Caroline Brassard (Singapore), on the role of leadership in fostering a culture of evaluation. The presentation highlighted the shift from opinion-based to evidence-based policymaking, international experiences in building a culture of evaluation and implications for national evaluation capacity development. An open discussion and question-and-answer session provided an opportunity for participants to exchange views on the challenges and opportunities in strengthening M&E practices in Nepal.
