Public service delivery is a mechanism by which the public institutions at local, municipal or federal level deliver services to the public. The paradigm of public service delivery in Nepal has changed in a span of 70 years. The change of regime, political upheaval, and technological advancements are the major factors affecting the changes.

In Nepal, it was in January 2020 when the first case of COVID-19 was recorded. Since then, Government of Nepal has taken various measures to control and contain the situation. To save human lives, it was imperative to take any necessary actions and utilize all resources at their disposal. Local level authorities were the first contact of the citizen. Confined to small geographical territory, local level played critical roles at such grave situation to save as many as human lives.
