Title: Strengthening Rule of Law through Local Governments in Federal Context

Speaker: Dr. Bipin Adhikari

The constitution of Nepal has introduced fundamental changes in the country’s governance. Interdependence among three level of government has created patterns of cooperation, competition, and conflict, that has explored the role of federal government in observance of the rule of law as stated in the constitution. This role is particularly important given that there are over 300 laws that must be amended and over 100 new laws that must be drafted to fully implement constitutional provisions and address overlaps and contradictions in constitutional provisions.

In this discussion series, speaker will highlight the major legislative issues that may emerge in implementation of federalism and active vital role that local governments can play towards strengthening rule of law. Details of the program are as follows:

Venue: Khaptad Hall, Dikshya Sadan, Nepal Administrative Staff College, Jawalakhel, Lalitpur

Dr. Bipin Adhikari (Senior Advocate) is a dean of Kathmandu University School of Law. He is an expert of constitutional law and Federalism. Dr. Adhikari remains engaged with the constitution building process in Nepal as an independent constitution building specialist. He has completed Master of Comparative Law (MCL) and PhD (Constitutional Law) from University of Delhi and Finance Law Course from Lancaster University, UK. He is a recipient of British Chevening Award (1998) and Nepal Bar Council best Law Book Award (1998).
