Centre for Federalism Studies
Centre for Federalism Studies (CFS) is a dedicated branch of Nepal Administrative Staff College (NASC) to support the government and other public entities for implementation of federalism. CFS is primarily mandated for conducting research and knowledge production activities in the areas of federal affairs, design and implement capacity development program, create forums to convene key stakeholders of public sector governance from all federal, provincial and local levels to share and make common understanding on issues of federalism.
Program
The intergovernmental relationship is complex and yet inevitable in the federal system of governance because multi-orders of the government share concurrent powers and responsibilities as mandated in the constitution. Managing the intergovernmental for policy harmonization, agreement of shared programmes and resources, and resolution of disputes, among others, is always critical for achieving the constitutional objectives. The policy dialogue will bring together a group of faculties from Central Michigan University, who will share findings from their research on federalism in Canada, Italy, the European Union, and the USA. The speakers will also highlight on the US experience in managing relations for effective service delivery between elected officials and bureaucrats at the sub-national levels. The event will enhance knowledge base of Nepali bureaucrats, academics and civil society members on the aspects of managing intergovernmental relationship in multilevel governments.
