June 23, 2026 | The graduation ceremony of the 40th Basic Administration Training (BAT) for 83 Trainee Officers of the General Administration group concluded today at the Brihaspati Sadan Auditorium of the Nepal Administrative Staff College (NASC), Jawalakhel. Mr. Suman Raj Aryal, Chief Secretary of the Government of Nepal, graced the ceremony as the Chief Guest, while Mr. Madan Bhujel, Secretary of the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration, attended as the Special Guest.
The event commenced with a welcome address followed by the screening of a documentary showcasing the key highlights and milestones of the 40th BAT. Representing the graduates, Ms. Pratishtha Subedi and Mr. Kumar Rana shared their training experiences and expressed gratitude to NASC for the exceptional learning environment. Concurrently, Ms. Prajna Shree Gautam and Mr. Bhuwan Kumar Shahi led the group in reciting their collective value commitment, which was echoed by all the graduating officers.
Addressing the graduation progarm, Mr. Trilochan Pokharel, Department Head of the Public Service Training Department (PSTD), commended the energy and creativity of the officers, expressing confidence in their ability to enhance the prestige of the civil service. To highlight their creative talents, he shared excerpts from 'Srijanako Phool', a literary anthology authored by the trainees, and extended his best wishes for their future tenures. Following this, Special Guest Secretary Mr. Madan Bhujel congratulated the graduates, thanked NASC for the successful program, and emphasized the necessity of balancing theoretical knowledge with practical experience in public service delivery.
The Chief Guest, Chief Secretary Mr. Suman Raj Aryal, then presented certificates to the 83 graduating trainee officers. In his keynote address, Mr. Aryal welcomed them into the 'Inclusive Civil Service'. Noting that over 60 percent of the cohort possessed prior civil service experience, he commended the peer-to-peer knowledge transfer to the remaining 40 percent. He highlighted that modern administration is undergoing a transformative phase and urged the officers to accelerate service delivery to meet public expectations.
Furthermore, Mr. Aryal discussed the rising significance of a 'Tacit Approach' to discipline. He stated that an invisible 'Psychological Contract' binds the nation and its officers to high ethical standards, urging them to honor this commitment. He reiterated that the state expects absolute discipline, adherence to the rule of law, and the adoption of innovative practices, concluding with renewed congratulations to the cohort.
In the closing remarks, Acting Executive Director, Mr. Basanta Raj Sigdel, congratulated the trainee officers, characterizing the graduation as a vital steppingstone for their professional career development. Reflecting on the bittersweet nature of concluding a BAT cohort, he urged the officers to pursue continuous competency development and motivated them to act as active catalysts of positive change within their respective organizations and systems.
The special graduation ceremony was officially concluded with a collective luncheon.
