Graduation Ceremony of PCMD- 3 (Narayani Group) and PCMD - 4 (Bagmati Group)

The Professional Course on Management and Development (PCMD), Third and Fourth batches of FY 83/84, concluded successfully with a graduation ceremony held on Bhadra 24, 2083 at Kasthamandap Hall, Sampada Sadan.
Mr. Saurav Koirala, Course Coordinator of PCMD–4, opened the program with a warm welcome to distinguished dignitaries and participants. 
The ceremony was graced by the presence of: Officiating Executive Director Basanta Raj Sigdel; Department Head of Public Service Training Department (PSTD) Senior Director of Studies Trilochan Pokharel; Center Head of Center for In-service Training (CIST) Director of Studies Trilochan Paudyal; and Course Coordinator of PCMD 3 Surya Prakash Baral.
Representing their respective groups, Ms. Shruti Kadariya (PCMD–3) and Mr. Krishna Subedi (PCMD–4) shared heartfelt reflections on the 32‑day training journey. They reflected on their earlier BAT training, noting how it had contributed to their enhanced maturity and practicality in both work and life. They highlighted how the program enhanced participants’ knowledge of management principles, leadership, self‑management, relationship management, public financial management, and professional integrity.
Mr. Trilochan Pokharel delivered his remarks by highlighting NASC’s initiative of structural reforms aimed at ensuring the continuous professional development of government officers through training programs. He congratulated participants for their commitment, discipline, and active engagement throughout the course, and emphasized the importance of applying the knowledge gained in everyday administrative and managerial responsibilities. He underscored several key principles: Integrity as a fundamental value; Relationship management as a cornerstone of effective leadership; Resource management extending beyond finances to include information and human resources. Mr. Pokharel noted that the public is increasingly observant, making visible results more prominent. He stressed that the cost of development is as important as its outcomes, urging participants to remain mindful of efficiency and accountability. He also drew attention to critical issues such as accountability, legitimacy crisis, and time management, encouraging participants to confront these challenges in order to rise above the status quo. By maximizing their potential, he said, they could contribute proudly and meaningfully to public service.
The program continued with the certificate distribution ceremony, led by Basanta Raj Sigdel, Officiating Executive Director at NASC. 
As his closing remarks, Mr. Basanta Raj Sigdel expressed deep appreciation for the collective efforts of NASC and its partner institutions in successfully organizing the PCMD program. He encouraged participants to continue strengthening their managerial competencies while upholding integrity and professionalism as guiding principles in public service. Mr. Sigdel described graduation as part of NASC’s celebration culture, likening it to the traditional Gurukul system where learning is not confined to classrooms but is a shared journey of growth. He emphasized that the process of learning is co‑creative, with participants serving not only as learners but also as valuable resources and contributors within the learning laboratory. He highlighted the importance of cultivating positive thinking and drawing inspiration from the experience of consistently doing the right work. Beyond technical skills, he urged participants to nurture a mindset that expands consciousness, moving from the individual level to a collective awareness of totality. Such an outlook, he noted, enables officers to rise above personal boundaries and contribute meaningfully to the broader mission of public service. Mr. Sigdel concluded by reminding graduates that their journey does not end with the completion of the course; rather, it marks the beginning of a lifelong commitment to integrity, professionalism, and continuous learning.
The graduation ceremony concluded on a warm and positive note with expressions of gratitude extended to all NASC Faculties, facilitators, and participants, marking the successful completion of the 32-day Professional Course on Management and Development (PCMD). 25 participants from PCMD-3 and 24 participants from PCMD-4 graduated today in Graduation Ceremony.
