The Nepal Administrative Staff College (NASC) formally concluded two concurrent batches of its Professional Course on Management and Development (PCMD) on Wednesday, 18th Bhadra 2082, graduating 49 officials from across the civil service. The ceremony marked the successful completion of an intensive 32-day training program designed to enhance the management and development capabilities of the nation's public employees.
The in-service training, which began on the 4th of Shrawan 2082, brought together a diverse group of participants from various sectors, including Administration, Medical, Engineering, Technical, and Security Forces. The comprehensive curriculum aimed to provide them with a deeper understanding of public policy, modern governance, national economic outlooks, and essential procurement and control mechanisms.
Graduates expressed a highly positive impression of the program, praising its structure, management, and overall learning environment. They appreciated the impactful course content, the expertise of the faculties, and the supportive role of the coordinators. Many noted that the training was instrumental for their self-development and professional growth.
A standout component of the course was the 'Engaging with Local Government' module. Participants singled out this module for providing a crucial connection to the grassroots level, allowing them to better understand the real-world scenarios and challenges faced in local governance.
While the feedback was overwhelmingly positive, the graduates also offered constructive suggestions for the future. They expressed a collective desire for the training to incorporate more case-based and field-based learning methodologies, which they believe would further enhance the practical application of their new skills.
A Call for Self-Management and Integrity
In his address to the graduates, Dr. Raghu Bista, the Centre Head, expressed that many of the development challenges Nepal faces today are the same ones it has faced for decades and thus urged the participants to be the agents of change, emphasizing that real progress begins with individual accountability. "The key to better public service delivery lies in your commitment to self-management and self-integrity," Dr. Bista stated.
Commitment to Continuous Improvement
Mr. Trilochan Pokharel, the Department Head, concluded the ceremony by thanking the team for the effective management of the PCMD program. He reaffirmed NASC's commitment to excellence under its motto, “Aiming Higher,” and assured the graduates that their feedback is a vital part of the college's continuous improvement cycle.
"We actively discuss the responses from our participants to refine and enhance our programs," Mr. Pokharel explained. He added that the staff college is always ready to provide a platform for public employees who are bringing positive changes to service delivery, helping to disseminate their successes and inspire others.
Extending his best wishes for their personal and professional lives, Mr. Pokharel left the graduates with a final, welcoming thought. "The staff college belongs to all of you," he said. "We are eager to welcome you back again and again as you continue on your career journey."
